GENEVA — The International Committee of the Red Cross has delivered aid to hundreds of civilians trapped for months in the Syrian city of Homs. The aid group says it reached the neighborhoods of Khalidiya and Hamidiya in the old city of Homs onHowever, this well-oiled operation wasn't organized by the Red Cross, New York Cares, or some other well-established volunteer group.
